SEPTIC SYSTEM EDUCATIONAL PROGRAM MODEL
Records Survey:
A Lake Association must obtain permission from the Zoning Administrator for access to the property records within the boundary of their association.
Generally, the Lake Association will contract with a knowledgeable independent agent to create a record of septic system status for each lake shore property.
A review of the property records is conducted to categorize each property and/or septic
system as follows: Public Owned Land
No Information in Property File
Known Non-Compliant System
No certificate of Compliance
Certificate of Compliance less than 10 years old
Certificate of Compliance greater than 10 years old
Permit Issued, No Completion Certificate
Abandoned System Report
Unsure of Status
A report is provided to the Lake Association in the following form:
An overall numerical summary of above status categories
A list of each property ownership and system status
A lake shore map color-coded to the above status categories
Caution: The information provided by the record survey report identifies specific property owners along with septic system status and should be held confidential and released only on a need to know basis.
Analysis Phase:
Determine if the land parcels with “No information in property file” have a dwelling and re-categorize as “No certificate of compliance” or “Undeveloped”. This step can be accomplished with a field survey or contact with the property owner.
Determine the details the properties in the category “Permit issued, No completion report”. This step can be accomplished by contact with the property owner or permit holder.
Determine the status of properties in the “Abandoned system report and Unsure of status” categories and designate as appropriate. This step will likely require a field survey.
Education Phase:
Consult with the Zoning Office on those properties designated “Known Non-compliant” to become informed and if necessary encourage the County to resolve the case.
Distribute copies of the County Policy Statement to all property owners on the lake and/or provide coverage of the program in Association member meetings and Association newsletter.
Inform the property owners with “No certificate of compliance or certificate of compliance greater than 10 years old” that the County has a policy that will require inspection/ recertification and that the lake is included on a list guiding the program timeline. This step
should be conducted on an individual contact basis in person or by correspondence.
